Eclipse: infinitest.filters ignored

See attache image. Did I misunderstand how to use the infinitest.filters file? I placed the file in the root of my project (i.e. not in a source folder). I have seen it filter out these tests. It doesn't appear to be consistent. From the screencapture below I had restarted eclipse and seen those failures, then cleaned the project and still seen those failures.
